NLC India Limited (NLCIL) has signed Memorandums of Understanding (MoUs) with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) to explore three major industrial initiatives in Odisha, including a 3,200 MW ultra-supercritical coal-based thermal power plant involving a potential investment of ₹35,000 crore. The proposed power project is expected to create employment opportunities for approximately 4,000 people and contribute to the state’s industrial and economic development.
The MoUs were signed in Mumbai on October 22, 2026, covering the proposed thermal power plant, a beach sand mineral processing facility, and a coal gasification project linked to potential fertilizer production.
The proposed 3,200 MW thermal power plant will comprise four units of 800 MW each. With a potential investment of ₹35,000 crore, the project is expected to strengthen Odisha’s power infrastructure and support industrial growth in the state.
Under a separate MoU, NLCIL and IPICOL will explore the establishment of a beach sand mineral processing facility with a tentative investment of ₹2,000 crore. The facility is expected to generate potential employment for approximately 500 people, supporting mineral-based industries and contributing to regional socio-economic development.
The third initiative focuses on exploring the technical feasibility of coal gasification and the production of synthesis gas (Syn-Gas) for potential applications in the fertilizer sector. The companies will also examine opportunities to establish linkages between coal gasification and fertilizer production.
The MoUs were signed by Shri I.S. Jasper Rose, Executive Director (Mines & Land), NLCIL, and Smt. Aboli Sunil Naravane, IAS, Managing Director, IPICOL. The signing ceremony was attended by Shri Mohan Charan Majhi, Hon’ble Chief Minister of Odisha; Shri Hemant Sharma, IAS, Additional Chief Secretary, Industries Department and Energy, Government of Odisha; and Dr. Prasanna Kumar Acharya, Chairman-cum-Managing Director (CMD), NLCIL.
Through these initiatives, NLCIL and IPICOL aim to strengthen their partnership in Odisha’s industrial and infrastructure development. The proposed projects are intended to support the state’s long-term development objectives, promote mineral-based industries, create employment opportunities, and contribute to economic growth.
The coal gasification initiative also seeks to explore opportunities for integrating the coal and fertilizer sectors, aligning with the Government of India’s vision of Atmanirbhar Bharat.
