Haryana Mandates One EV Charger for Every Three Parking Slots in Commercial Buildings

The Haryana government has amended the Haryana Building Code 2017, making electric vehicle (EV) charging infrastructure mandatory in new and renovated residential and commercial developments. The move is aimed at strengthening the state’s EV-readiness framework and supporting the growing adoption of electric mobility.

Under the revised provisions, commercial and non-residential buildings, including shopping complexes, malls, hotels, and office establishments with parking capacity for at least 10 cars, must provide a minimum of one EV charging point for every three parking slots. These developments will also be required to be fully EV-ready through the installation of conduits that can support future charging infrastructure expansion.

For residential developments, including group housing societies, cooperative housing projects, and residential complexes managed by Resident Welfare Associations (RWAs), the amended code mandates at least one EV charging point for every five parking spaces. Similar to commercial projects, residential developments must also incorporate EV-ready infrastructure with charging conduits across the premises.

The amendment was issued by the Town and Country Planning Department on June 5, 2026. As part of the revised framework, EV charging infrastructure will be exempt from Floor Area Ratio (FAR) calculations, enabling developers to establish charging facilities without affecting the economic viability of their projects.

The updated regulations also permit the installation of EV charging stations in basement and stilt parking areas, provided they comply with applicable electrical and fire safety standards. Additionally, developers will be required to disclose details of EV charging infrastructure while applying for Occupation Certificates.

The amendment extends its scope to existing residential buildings as well. Individual flat owners will be allowed to install EV charging facilities within their designated parking spaces, subject to compliance with prescribed electrical and fire safety norms. Such installations must also receive certification from the Fire Department and the concerned power distribution company.

To support safe deployment of charging infrastructure, the notification directs Haryana’s Fire and Emergency Services Department to develop comprehensive fire safety guidelines for EV charging installations in consultation with the electricity department and power utilities.

The latest amendment comes as states across India intensify efforts to accelerate electric vehicle adoption through the development of charging infrastructure. By mandating both EV charging points and EV-ready electrical provisions in residential and commercial buildings, Haryana aims to address one of the key challenges to EV adoption, particularly in urban areas where access to charging facilities remains critical.
