Dilip Buildcon Limited (DBL) has been declared the L-1 bidder for developing and operating a 400 kV air-insulated substation at Yavatmal (Babhulgaon) in Maharashtra’s Yavatmal district. The project is an intra-state transmission system awarded through tariff-based competitive bidding (TBCB).
REC Power Development and Consultancy Limited (RECPDCL) selected DBL as the successful bidder. RECPDCL ran the process as Bid Process Coordinator on behalf of the Maharashtra State Transmission Utility. The company will hold the project for 35 years from its Commercial Operation Date (COD), after a 24-month construction period.
The project will follow the Build, Own, Operate and Transfer (BOOT) model. As the successful bidder, DBL will acquire 100 percent equity in the project’s special purpose vehicle (SPV) and act as the Transmission Service Provider (TSP). It will do so under a Transmission Service Agreement (TSA).
The company’s responsibilities cover the full life cycle of the transmission assets. These are development, financing, design, engineering, procurement, construction, testing and commissioning, followed by operation and maintenance.
Under the bid documents, construction and commissioning must be completed within 24 months of the Effective Date. The EPC (engineering, procurement and construction) value for DBL is ₹1,151.47 crore, excluding GST. The order was awarded by a domestic entity.
The project is one of the transmission assets being developed through competitive bidding in Maharashtra, where the TBCB route lets private developers build and run grid infrastructure under long-term service agreements.
