Regular discussions are underway between the Department of Atomic Energy (DAE) and Russia’s ROSATOM to strengthen cooperation in the nuclear energy sector, including large-capacity nuclear power plants and Small Modular Reactors (SMRs). However, no specific agreements or details have been finalised so far.
The government has reiterated that safety is accorded the highest priority at every stage of nuclear power plant development. All nuclear facilities are established strictly in accordance with stage-wise clearances granted by the Atomic Energy Regulatory Board (AERB). Stakeholder consultations form an integral part of the process, carried out through public hearings linked to the Social Impact Assessment under the RFCTLARR Act for land acquisition and the Environmental Impact Assessment (EIA) for environmental clearance from the Ministry of Environment, Forest and Climate Change (MoEF&CC). In addition, extensive public awareness programmes are conducted to engage various stakeholders, and all safety, environmental and other regulatory conditions are implemented diligently.
On employment and local development, the government follows a policy of providing age and marks relaxation to Project Affected Persons in Nuclear Power Corporation of India Limited (NPCIL), a PSU under the DAE. Preference is also given to suitable local youth through engagement provisions in project contracts. Skill development programmes, scholarships and sponsorships for higher education are extended to meritorious students in nearby areas as part of Corporate Social Responsibility initiatives.
Beyond employment, NPCIL implements multiple social welfare schemes around existing and upcoming project sites. These initiatives focus on education and skill development, healthcare, infrastructure development and sanitation, aimed at ensuring inclusive growth and tangible benefits for surrounding communities.
