PFC Incorporates SPV for Pune West Transmission Project

Power Finance Corporation Limited (PFC) has announced the incorporation of a Special Purpose Vehicle (SPV), named Pune West Power Transmission Limited, as a wholly owned subsidiary of PFC Consulting Limited (PFCCL), which itself is a wholly owned subsidiary of PFC. The development is aimed at facilitating the establishment of the “765 kV GIS Pune West (District – Pune)” transmission project in Maharashtra.

According to the official filing dated May 8, 2026, PFCCL has been appointed as the Bid Process Coordinator (BPC) for the selection of a Transmission Service Provider (TSP) through the Tariff Based Competitive Bidding (TBCB) process for the intra-state transmission project. The appointment was made by the Empowered Committee (EC) of the Government of Maharashtra during its meeting held on January 12, 2026, and was subsequently notified through Government Resolution dated February 27, 2026.

As per the Ministry of Power’s TBCB guidelines for Independent Transmission Projects (ITPs), the BPC is responsible for preparing the project profile and initiating preliminary activities such as land acquisition and forest clearance processes, wherever required. For carrying out these preparatory activities, the incorporation of an SPV is mandatory.

The newly incorporated SPV, Pune West Power Transmission Limited, will undertake various pre-development activities related to the transmission project, including project surveys, report preparation, initiation of land acquisition procedures, and processing of forest clearances, if applicable.

Following the completion of the international competitive bidding process under the Ministry of Power’s Transmission Service Guidelines, the SPV will be transferred to the successful bidder selected for executing the transmission project.
