India and Sri Lanka have reviewed bilateral cooperation in the power sector, including progress on the proposed India–Sri Lanka HVDC interconnection and the Sampur Solar Power Project, while exploring further collaboration in cross-border electricity trade, renewable energy, transmission infrastructure and capacity building.
The discussions were held in New Delhi between Shri Manohar Lal, Union Minister of Power and Housing & Urban Affairs, and Shri Anura Karunathilake, Minister of Ports and Civil Aviation and Minister of Energy of Sri Lanka.
During the meeting, the two sides assessed progress on ongoing bilateral power sector initiatives. The discussions included the proposed India–Sri Lanka HVDC interconnection and the Sampur Solar Power Project, along with opportunities to expand cooperation in cross-border electricity trade, renewable energy, transmission infrastructure and capacity building.
The two countries also discussed cooperation aimed at strengthening energy security and supporting the clean energy transition in the region. As part of the discussions, the Indian side shared its experience in developing transmission systems through the Tariff-Based Competitive Bidding (TBCB) framework as a Public-Private Partnership (PPP) model.
Both sides also took stock of progress under the existing bilateral mechanisms and reiterated their commitment to strengthening cooperation in the power sector. The partnership is intended to contribute to sustainable development and regional energy security.
Shri Manohar Lal reaffirmed India’s commitment to the long-standing India-Sri Lanka energy partnership. Shri Anura Karunathilake expressed appreciation for India’s continued support and conveyed Sri Lanka’s commitment to further expanding bilateral cooperation in the energy sector.
The meeting was attended by Shri Pankaj Agarwal, Secretary, Ministry of Power, along with senior officials from the Government of India. The Sri Lankan delegation included H.E. Mahishini Colonne, High Commissioner of Sri Lanka to India, and other senior officials.
