MCD unveils 2026 action plan focusing on EV charging stations, multi-level parking and air quality improvement in Delhi

The Municipal Corporation of Delhi (MCD) has rolled out its annual action plan for 2026, putting a renewed emphasis on urban mobility solutions, air quality improvement, and electric vehicle (EV) infrastructure development. The strategy was presented to Union Environment Minister Bhupender Yadav as part of efforts to curb pollution and ease traffic congestion across the Delhi-NCR region. 

A key component of the plan is the expansion of EV charging facilities in the city. The civic body aims to more than double the number of public charging stations to 994 in 2026, up from the current 422. These new charging points will be developed in partnership with public sector undertakings and distribution companies, and are expected to be installed at locations including closed dhalaos, surface parking areas, and roadside sites. 

To tackle traffic congestion and reduce vehicle emissions, the MCD has proposed the construction of 10 new multi-level parking complexes. The corporation currently operates 419 surface parking lots and 30 multi-level facilities, and once site approvals are completed, the proposals will be sent to the Delhi government for final sanction. 

The plan also identifies 71 congestion hotspots citywide. Short-term measures such as removing encroachments will be prioritised at 38 of these locations, while long-term interventions, including designing parking solutions and relocating informal markets, are being charted for the remainder. 

In addition to parking and EV infrastructure, the annual strategy covers enhanced road maintenance, solid waste processing, and improvements in city green cover. Deadlines have been set to flatten major landfill sites at Okhla and Bhalswa by 2026, with the Ghazipur landfill scheduled for completion by 2027. Under the National Clean Air Programme (NCAP), MCD plans to deploy additional mechanical road sweepers and enforce dust-mitigation measures across urban thoroughfares. 

During the presentation, Minister Yadav emphasised the need for coordinated action across Delhi, Haryana and Uttar Pradesh to ensure visible improvements in air quality. He instructed authorities to remove construction waste from road corridors, curb biomass burning, and enforce anti-pollution regulations more strictly. 

The MCD plan is part of broader efforts to make Delhi’s urban environment more sustainable, encourage EV adoption, and improve quality of life through integrated transport and environmental measures.
