The Government of Madhya Pradesh has rolled out the Samadhan Yojana 2025–26, a one-time settlement (OTS) scheme designed to recover ₹12,000 crore in outstanding electricity dues from nearly 9.2 million defaulting power consumers across the state.
Under the initiative, the state’s power distribution companies (discoms) will offer significant waivers on surcharge penalties to encourage timely settlement of arrears. Domestic and agricultural consumers can avail up to 90 percent waiver, while non-domestic and industrial users can secure up to 80 percent, depending on the timing and mode of payment.
Consumers making lump-sum payments before December 31, 2025, will be eligible for the maximum relief, making the early phase of the scheme particularly attractive for defaulters looking to clear long-standing dues at reduced costs.
The government aims to recover around ₹8,000 crore in principal amounts, while foregoing approximately ₹3,800 crore in surcharge penalties. The move is expected to strengthen discom liquidity, improve cash flow, and enhance the overall financial health of the state’s power utilities without resorting to widespread disconnections or punitive recovery actions.
The officials stated that the Samadhan Yojana aligns with Madhya Pradesh’s broader efforts to streamline power sector operations and support consumer-friendly reforms while ensuring the sustainability of the energy distribution network. The scheme is being seen as a balanced approach to revenue recovery and public relief, aiming to stabilize both the utilities and the end-users in the coming fiscal year.
