The Hon’ble Prime Minister of India, Narendra Modi, inaugurated the Capacity Augmentation Project of the Numaligarh–Siliguri Product Pipeline (NSPL) of Oil India Limited during a public meeting held in Guwahati on March 13, 2026. The project marks a significant step toward strengthening petroleum product transportation infrastructure in the North-Eastern region and enhancing India’s energy security.
The 654-km long Numaligarh–Siliguri Product Pipeline (NSPL), a 406 mm (16-inch) diameter cross-country multi-product pipeline, was originally designed and operated with a capacity of 1.72 Million Metric Tonnes Per Annum (MMTPA). With the latest augmentation, the capacity has been increased to 5.5 MMTPA to support the expansion of Numaligarh Refinery Limited from 3.0 MMTPA to 9.0 MMTPA, in line with the Government of India’s Hydrocarbon Vision 2030 for the North-East.
The enhancement has been achieved through the upgradation of existing infrastructure, including the conversion of pigging stations at Sekoni, Guwahati, Bongaigaon and Madarihat into Intermediate Pumping Stations, augmentation of pumping facilities at the Numaligarh Dispatch Terminal, and the upgradation of facilities at the Siliguri Receipt Terminal to improve operational efficiency and safety.
Executed as a brownfield project, the augmentation was completed at an expenditure of approximately ₹750 crore against the approved cost of ₹860 crore, resulting in substantial savings while ensuring optimal utilisation of existing assets. During the implementation phase, the project generated significant employment, accounting for around 4.1 million man-hours over a period exceeding three years across Assam and West Bengal.
The successful completion of the NSPL Capacity Augmentation Project represents a major milestone for Oil India Limited in strengthening fuel logistics capability in the North-East and supporting the region’s growing energy demand under the Government of India’s long-term hydrocarbon development roadmap.
