
The Gujarat Electricity Regulatory Commission (GERC) has issued a Request for Proposal (RFP) inviting bids from eligible consultancy firms to assist in the finalisation of the Gujarat Electricity Regulatory Commission (Gujarat Electricity Grid Code) Regulations, 2026, along with preparation of the Statement of Reasons and other incidental works .
The move comes in the backdrop of the Central Electricity Regulatory Commission notifying the Indian Electricity Grid Code (IEGC) Regulations, 2023 on 29 May 2023 and the growing integration of renewable energy into the state grid. GERC aims to align the state grid code with the latest central regulations while incorporating state-specific requirements to ensure secure, reliable and efficient grid operations .
As per the tender, the selected consultant will undertake a detailed study and analysis of the IEGC Regulations, 2023, existing Gujarat Electricity Grid Code Regulations, 2013, and other related regulations of CERC and GERC. The assignment also includes reviewing the draft Gujarat Electricity Grid Code Regulations, 2026 prepared by the Commission, analysing stakeholder comments and objections, and assisting GERC through the entire process until notification of the final regulations .
The schedule specifies that the revised draft regulations must be submitted within three weeks of signing the agreement. Analysis of stakeholder suggestions is to be submitted within three weeks from the date of public hearing, while the final regulations along with the Statement of Reasons are to be delivered within two weeks thereafter. These timelines may be modified as per the Commission’s requirements .
Bidding consultancy firms must have a minimum average annual turnover of ₹1 crore during the last three financial years (FY 2022-23 to FY 2024-25) and a positive net worth as per audited accounts for FY 2024-25. Firms are also required to demonstrate prior experience in formulation or revision of grid codes, power system operation codes, scheduling and dispatch codes, and at least two assignments related to regulatory formulation for CERC or State Electricity Regulatory Commissions .
Technical bids will carry a weightage of 70% and financial bids 30%, with a minimum qualifying technical score of 70 out of 100. Payment to the successful bidder will be made in stages, including 10% on award of contract, 25% on submission of the final draft regulations, another 25% on submission of the draft Statement of Reasons, and the remaining 40% on submission of the final regulations and Statement of Reasons .
The last date for submission of sealed bids is 16 January 2026 at the office of the Secretary, Gujarat Electricity Regulatory Commission, GIFT City, Gandhinagar.
