Delhi Draft EV Policy 2026 Proposes Incentives for Electric Two-Wheelers, Autos and Inclusive Driver Permits

The Delhi government is preparing to introduce Electric Vehicle (EV) Policy 2026, a new framework aimed at accelerating electric mobility, reducing vehicular pollution and expanding the city’s EV ecosystem. The proposed policy is expected to replace the current EV policy that expires on March 31, 2026, and will remain in force until 2030.

A major focus of the draft policy is electric two-wheelers, which make up a large share of Delhi’s vehicle population. The proposal includes purchase incentives of ₹10,000 per kWh of battery capacity, capped at ₹30,000, in the first year after implementation, with the incentive gradually reducing in the following years to encourage early adoption.

For electric auto-rickshaws, the policy proposes incentives of ₹50,000 in the first year, followed by reduced incentives of ₹40,000 and ₹30,000 in the subsequent two years. Additional incentives for scrapping older vehicles are also planned to accelerate the transition from conventional fuel vehicles to electric mobility.

The draft policy also introduces special permit categories aimed at improving inclusivity in the transport sector. Under the proposal, women drivers will be eligible for “Pink e-permits,” while transgender drivers will receive “Rainbow permits.” These permits are intended to support livelihood opportunities and strengthen last-mile connectivity services in the city.

Alongside financial incentives, the policy proposes significant expansion of charging infrastructure, with plans to increase the number of public charging and battery-swapping stations from around 9,000 to nearly 36,000 across the capital.


The proposed EV policy aims to accelerate the shift toward cleaner transportation while strengthening Delhi’s EV ecosystem through subsidies, infrastructure expansion and inclusive mobility initiatives.
