The Central Electricity Regulatory Commission (CERC) has permitted ACME Solar Holdings Limited (ASHL) to withdraw its petition seeking approval of a proposed metering scheme related to the integration of a Battery Energy Storage System (BESS) with its solar power projects. The Commission disposed of Petition No. 835/MP/2025 as withdrawn.
The petition was filed under Section 79(1)(c) and 79(1)(k) of the Electricity Act, 2003, along with relevant provisions of the Conduct of Business Regulations, DSM Regulations, and GNA Regulations. ASHL had sought, among other reliefs, regulatory approval of its metering scheme designed to optimize the utilization of its already granted 1200 MW connectivity for its BESS project.
During proceedings, ASHL informed the Commission that the principal relief sought in the petition had substantially fructified. In an affidavit dated February 14, 2026, the company submitted that the Northern Regional Load Despatch Centre (NRLDC) had approved the final metering scheme on October 6, 2025. In view of this development, ASHL requested permission to withdraw the petition, with liberty to approach the Commission in case of any regulatory, operational, scheduling, deviation settlement, or integration-related issues arising during BESS implementation.
The Commission, after considering the petitioner’s submissions, granted permission to withdraw the petition. CERC also took on record that the National Load Despatch Centre (NLDC) / Grid Controller of India Limited had issued the “Procedure for Scheduling, Metering, Accounting and Deviation Settlement, Transmission Charge Waiver and REC Mechanism related to Energy Storage Systems (ESS)” on October 6, 2025.
In its written submissions dated February 12, 2026, NRLDC clarified that the applicable metering scheme had already been communicated to ASHL on June 23, 2025. It further noted that the procedure issued by NLDC/Grid-India constituted a general procedural framework and did not represent a revised project-specific metering scheme for the petitioner.
With these observations, CERC disposed of Petition No. 835/MP/2025 as withdrawn.
